Action C.: Action D.2: Socio-economic impact of the LIFE Integrated Project
Monitoring action
OBJECTIVE
The purpose of Action D.2 is to carry out a comprehensive socio-economic assessment of the LIFE Integrated Project and the expected positive contribution that the implementation of the actions listed therein will have on the economy at a local, regional and national level. The Actions proposed under the LIFE Integrated Project are expected to generate improvements in water resource efficiency, climate change resilience mainly through adaptation measures and job creation opportunities in a number of economic sectors. The outcome of the LIFE Integrated Project shall contribute towards introducing new approaches and innovative demonstrative elements which can, directly or through the multiplier effect, have a number of positive impacts on the socio-economic development at the River Basin scale. The foreseen impacts are expected to occur immediately after the completion of the individual actions and will continue to positively contribute to the economy following the completion of the project.

An initial socio-economic characterisation will be carried out at the onset of the project with the aim of defining the socio-economic characteristics of the Maltese islands, focusing on profiling the aspects which are most likely to be impacted by the LIFE Integrated Project. This characterisation is expected to span economic considerations, including employment in various sectors of the economy, social considerations including poverty and the risk thereof, particularly from a resource perspective, vulnerability to climate effects as well as medium to long term risks to the sustainable use of water and related resources. This shall be followed by the development of a methodological framework including the setting up of project indicators to guide the collation of data and monitoring of the socio-economic impacts of the actions that will be implemented as part of the LIFE Integrated Project. In the final phase of the LIFE Integrated Project, a detailed and final socio-economic impact assessment shall be carried out at the River Basin scale based upon the initial socio-economic characterisation and results obtained from the monitoring programme. The impact assessment is also expected to present a case study approach to identify cases of best practice which can be shared in the context of similar projects, in terms of project formulation and design, implementation and evaluation.
